As an Multi-Purpose Collaborative Body endorsed by the State of Michigan, one of the duties of the Bay Area HSCC is to review and provide endorsement for potential community projects.  As the number of grant funded projects requiring this endorsement increases, it is important for you and your organization to fully understand the endorsement process.  To help you along, we have developed the following process and criteria for obtaining your endorsement or letter of support.  Please carefully read the detailed steps for seeking an endorsement and the criteria found below.  To help facilitate the process for you, we have developed the following online application for your project or proposal.
Steps in the Process

  1. Collaborate:  Explore ideas and preliminary plans with other members of the HSCC, develop cooperative plans, talk with HSCC members and work with the HSCC staff.
  2. Review your proposal/project using the criteria listed below.  The proposal need not meet every criteria to be considered for HSCC endorsement.
  3. Complete and submit the Grant/Project Endorsement Request form.  Notify the HSCC if there is a need for a fast-track endorsement.
  4. Action on your request will occur at the next regular HSCC meeting.  You are strongly encouraged to attend to answer any questions regarding the proposal/project.  Fast-track  endorsements may occur if three members of the Evaluation Committee concur with the need of the short time line and approve the endorsement.  Fast-track actions shall be reported to the full HSCC for its affirmation; failure to affirm would be reported to the grant body.  Furthermore, the Bay Area HSCC reserves the right to decline or defer providing a letter of support or endorsement for a project or proposal that has not sufficiently met the criteria listed below.

Evaluation Criteria for Endorsement/Letter of Support Requests
The Evaluation Committee will consider how well the project/proposal meets the following criteria:
  1. The project/proposal meets the purpose and goals of the HSCC or serves an unmet need in Bay County.  If it is an existing service, it continues to serve an identified need or goal of the county.
  2. If the project/proposal duplicates an existing service, there is a documented need for it.  Please provide documentation of that need.
  3. The requesting organization has an active relationship with the HSCC.  The project proposal continues and/or develops a relationship with the HSCC.
  4. Budgetary information is provided, including the amount sought, length of funding and plans for continuation.
  5. The applicant has the capacity to deliver the services being proposed.
  6. The program/project cooperates, coordinates or will collaborate with other related programs or services.
